Introduction
It may surprise you to know that, in spite of his title, the Speaker
of the House of Commons is rarely given the opportunity to speak.
The title of Speaker derives from his duty to speak outside the
Chamber on behalf of all members, not from the role inside the Chamber.
However, outside the House of Commons, the Speaker is often asked
to address different groups on a variety of topics. Since becoming
Speaker, Mr. Milliken has welcomed incoming foreign dignitaries,
spoken to fellow parliamentarians leading parliamentary delegations
to other countries and met with Canadian and international business
people, both at home and abroad. He regularly visits schools and
universities to speak to students, and frequently travels to his
riding to inform his constituents about various issues. This chapter
offers a selection of speeches presented by the Speaker since his
election in 2001, and will be regularly updated.
