The Order was read for the second reading and reference to
the Standing Committee on Canadian Heritage of Bill C-64, An Act
to establish an indemnification program for travelling
exhibitions.
Mr. Boudria (Leader of the Government in the House of
Commons), for Ms. Copps (Minister of Canadian Heritage), seconded by
Mr. Kilgour (Secretary of State (Latin America and Africa)),
moved, -- That the Bill be now read a second time and referred to
the Standing Committee on Canadian Heritage.
Debate arose thereon.
MESSAGES FROM THE SENATE
A Message was received from the Senate informing this House
that the Senate has passed Bill S-25, An Act respecting the
Certified General Accountants Association of Canada, to which the
concurrence of the House is desired.
Pursuant to Standing Order 135(2), the Bill was deemed to
have been read the first time and ordered for a second reading at
the next sitting of the House.

of the Canada-Europe Parliamentary Association to the meeting of
the Bureau of the Organization for Security and Cooperation in
Europe Parliamentary Assembly and the Council of Europe
Parliamentary Assembly held in Paris, France, on March 5, 1999. -- Sessional

Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of
Mr. Martin (Winnipeg Centre), seconded by Mrs. Desjarlais
(Churchill), Bill C-499, An Act respecting the protection of
whistle blowers and to amend the Auditor General Act, the
Parliamentary Employment and Staff Relations Act and the Public
Service Staff Relations Act, was introduced, read the first time,
ordered to be printed and ordered for a second reading at the
next sitting of the House.

Pursuant to Standing Order 36, a petition certified correct

Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by
Mr. Casey (Cumberland -- Colchester), moved, -- That, in the opinion
of this House, the Criminal Code or other appropriate federal
statutes should be amended in accordance with Recommendation 73
of the Province of Nova Scotia's Public Inquiry into the Westray
disaster, specifically with the goal of ensuring that corporate
executives and directors are held properly accountable for
workplace safety. (Private Members' Business M-455)

Ms. Dalphond-Guiral (Laval Centre), seconded by Mr. Fournier
(Manicouagan), moved the following amendment, -- That the motion
be amended by adding after the word ``amended'' the following:
``, following a study by the Standing Committee on Justice and
Human Rights,''

NOTICE OF MOTION
Mr. Boudria (Leader of the Government in the House of
Commons) gave notice of the intention to move a motion at the
next sitting of the House, pursuant to Standing Order 78(3), for
the purpose of allotting a specified number of days or hours for
the consideration and disposal of the second reading of Bill C-78,
An Act to establish the Public Sector Pension Investment
Board, to amend the Public Service Superannuation Act, the
Canadian Forces Superannuation Act, the Royal Canadian Mounted
Police Superannuation Act, the Defence Services Pension
Continuation Act, the Royal Canadian Mounted Police Pension
Continuation Act, the Members of Parliament Retiring Allowances
Act and the Canada Post Corporation Act and to make a
consequential amendment to another Act.
