Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee resumed its study on women, peace and security.

Jacqueline Hansen and Louise Allen made statements and answered questions.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee proceeded to a briefing on the Mandate Letter of the Minister of International Development and La Francophonie.

The Minister made a statement and, with Vincent Rigby, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Tuesday, March 22 and Tuesday, April 19, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That the document outlining the Committee’s work plan and potential witnesses for its study on women, peace and security, prepared by the analysts, be agreed to and that alternate witnesses such as Laura Shepard, Her Excellency Mme Bineta Diop and Dr. Maria Neira be invited if the witnesses named in the list are unavailable.

2. That, pursuant to Standing Order 108(2), and the order it received from the House of Commons on 14 April 2016, the Standing Committee on Foreign Affairs and International Development conduct a comprehensive review of the provisions and operation of the Freezing Assets of Corrupt Foreign Officials Act (S.C. 2011, c.10) and the Special Economic Measures Act (S.C. 1992, c.17), in accordance with Section 20 of the Freezing Assets of Corrupt Foreign Officials Act; and in conducting this review, that the Committee give due regard to the circumstances of Sergei Magnitsky, Boris Nemtsov and Nadia Savchenko, among others, in its consideration of potential measures to respond to violations of internationally recognized human rights; and that the Committee present a report on this review to the House of Commons.

3. That in relation to the comprehensive review of the Freezing Assets of Corrupt Foreign Officials Act (S.C. 2011, c.10) and the Special Economic Measures Act (S.C. 1992, c.17), the Committee commence its study in the Fall of 2016 and that the Library of Parliament analysts prepare a draft work plan for the Committee's review before the House rises for the summer recess.

4. That members submit their lists of proposed witnesses for the comprehensive review of the Freezing Assets of Corrupt Foreign Officials Act (S.C. 2011, c.10) and the Special Economic Measures Act (S.C. 1992, c.17), before the House rises for the summer recess.

5. That the Chair write to the Auditor General on behalf of the Committee in response to the information that was provided on previous reports from the Auditor General’s office relevant to the Committee’s mandate.

6. That members submit their lists of proposed witnesses for the study on Countries of Focus by Thursday, April 28, 2016.

7. That representatives from the Global Fund to Fight AIDS, Tuberculosis and Malaria be invited to appear before the Committee on May 31, 2016.

8. That the Committee host a working lunch for the President of the Foreign Affairs Commission of the National Assembly of Venezuela, Mr. Luis Florido and his delegation, on Tuesday, May 10, 2016.

9. That the Committee hold an informal meeting with the UN High Representative for Disarmament, Kim Won-Soo, on Monday, May 2, 2016, between 3:00 and 4:00 p.m.
