The Standing Committee on Justice and Human Rights met in a televised session at 8:45 a.m. this day, in Room 237-C, Centre Block, the Chair, Dave MacKenzie, presiding.

Robert Goguen moved, — That, if the Committee has not completed the clause by clause consideration of Bill C-10 by 11:59 p.m. on November 17, 2011, that the Chair put all and every question necessary to dispose of this stage of the Bill forthwith and successively, without further debate, and then the Chair be ordered to report the Bill back to the House on or before November 18, 2011; and that the Chair limit debate on each clause to a maximum of 5 minutes per party per clause before the clause comes to a vote.

Debate arose thereon.

Robert Goguen moved, — That the Committee sit beyond its regular schedule on Thursday, November 17, 2011.

Jack Harris moved, — That the motion be amended by replacing after “that” by “the Committee adjourn until Tuesday, November 22 at 8:45 a.m., and sit until 2:00 p.m. to resume clause-by-clause consideration of Bill C-10 (Safe Streets and Communities Act); that the Committee reconvene at 3:30 p.m., and adjourn at midnight or earlier provided that the three parties agree; that, if necessary, the Committee resume on Wednesday, November 23 at 3:30 p.m., and that at 11:59 p.m. the Chair put all and every question necessary to dispose of this stage of the Bill forthwith and successively without further debate;

that the Bill be reported back on Thursday, November 24, 2011;

that the Chair limit debate to a maximum of 10 minutes per party, per clause, except for clauses 34, 39, 40, 41, 42, and 43”.
