The Standing Committee on Foreign Affairs and International Development met in camera at 8:53 a.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Bob Dechert, Peter Goldring, Nina Grewal, Sadia Groguhé, Hélène Laverdière, Gary Ralph Schellenberger and Dave Van Kesteren.

 

Acting Members present: Hon. Mark Eyking for Hon. Dominic LeBlanc and Dany Morin for Jinny Jogindera Sims.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.

 

Witnesses: Institute for Liberty and Democracy: Hernando de Soto, President; Manuel Mayorga, Executive Director, International Affairs; Ana Lucia Camaiora, Legal Director.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee continue its study on the role of the private sector in achieving Canada's international development interests.

 

It was agreed, — That the Committee undertake a study on the progression of rights and democracy over the past 10 years in Ukraine.

 

At 9:34 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2011, the Committee resumed its study on the role of the private sector in achieving Canada's international development interests.
 

Hernando de Soto by videoconference from Lima, Peru, made a statement and, with Ana Lucia Camaiora and Manuel Mayorga, by videoconference from Lima, Peru, answered questions.

 

At 10:53 a.m., the Committee adjourned to the call of the Chair.
