The Standing Committee on Industry, Science and Technology met at 11:05 a.m. this day, in Room 8-53, 131 Queen St., the Chair, David Sweet, presiding.

 

Members of the Committee present: Robert Bouchard, Peter Braid, Gordon Brown, Serge Cardin, Marc Garneau, Mike Lake, Brian Masse, Hon. Dan McTeague, Anthony Rota, David Sweet, Dave Van Kesteren and Mike Wallace.

 

In attendance: Library of Parliament: Dillan Theckedath, Analyst; Terrence Thomas, Analyst. House of Commons: Wayne Cole, Legislative Clerk.

 

Witnesses: Department of Industry: Janet DiFrancesco, Director General, Electronic Commerce Branch; André Leduc, Policy Analyst, Electronic Commerce Policy; Philip Palmer, Senior General Counsel, Legal Services.

 
Pursuant to the Order of Reference of Monday, October 18, 2010, the Committee commenced consideration of Bill C-28, An Act to promote the efficiency and adaptability of the Canadian economy by regulating certain activities that discourage reliance on electronic means of carrying out commercial activities, and to amend the Canadian Radio-television and Telecommunications Commission Act, the Competition Act, the Personal Information Protection and Electronic Documents Act and the Telecommunications Act.
 

Janet DiFrancesco made a statement and, with the other witnesses, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

 

By unanimous consent, Clauses 2 to 92 carried severally.

 

The Short Title was negatived.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-28, as amended, be reprinted for the use of the House at report stage.
