The Subcommittee on Public Safety and National Security of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness met in camera at 3:36 p.m. this day, in Room 701 La Promenade Building, the Chair, Paul Zed, presiding.

 

Members of the Subcommittee present: Joe Comartin, Roy Cullen, Serge Ménard, Kevin Sorenson, Tom Wappel and Paul Zed.

 

Other Members present: Hon. Paul Harold Macklin.

 

In attendance: Library of Parliament: Philip Rosen, Principal Analyst.

 

Witnesses: Ekos Research Associates Inc.: Frank Graves, President. Canadian Security Intelligence Service: Dale Neufeld, Acting Director.

 
Pursuant to Standing Order 108(2), the Subcommittee proceeded to a briefing session on the threat environment and the establishment of the Integrated Threat Assessment Centre.
 

Dale Neufeld made a statement and answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the proposed budget in the amount of $ 9 900, for the period from December 7, 2004, to March 31, 2005, be adopted and be transmitted to the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness and to the Budget Subcommittee of the Liaison Committee for their respective approval.

 

It was agreed, — That the proposed budget in the amount of $ 49 850, for the period from December 7, 2004, to March 31, 2005, be adopted and be transmitted to the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness and to the Budget Subcommittee of the Liaison Committee for their respective approval.

 

It was agreed, — That the Clerk of the Subcommittee, in consultation with the Chair, issue a news release to announce the Subcommittee’s study on Anti-terrorism Act.

 

It was agreed, — That the minister of Public Security and Emergency Preparedness be invited to appear in relation to Bill C-26.

 

At 5:26 p.m., the sitting was suspended.

At 5:29 p.m., the sitting resumed sitting in public.

 
Pursuant to Standing Order 108(2), the Subcommittee proceeded to a briefing session on public opinions in Canada and in United States on safety and security issues.
 

Frank Graves made a statement and answered questions.

 

At 6:10 p.m., the Subcommittee adjourned to the call of the Chair.
