The Standing Committee on Canadian Heritage met in a televised session at 9:07 a.m. this day, in Room 253-D, Centre Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Liza Frulla, Christiane Gagnon, John Harvard, Betty Hinton, Wendy Lill, Clifford Lincoln, Dennis Mills and Tony Tirabassi.

In attendance: From the Library of Parliament:  Joseph Jackson, Terrence Thomas, research officers.  Consultant:  David Black.

Witnesses: From Communications, Energy and Paperworkers Union of Canada: Martin Mittelstaedt, President; Peter Murdoch, Vice-President, Media. From "Union des artistes": Anne-Marie Des Roches, Public Affairs Director. From "Association des producteurs de films et de télévision du Québec (APFTQ)": Claire Samson, President - Director General. From "Association québécoise de l'industrie du disque, du spectacle et de la vidéo" (ADISQ): Solange Drouin, Vice-President to Public Affairs et Director General. From "Société professionnelle des auteurs et des compositeurs du Québec": Francine Bertrand Venne, Director General.

Pursuant to Standing Order 108(2), the Committee resumed its study on the State of the Canadian Broadcasting System. (See Minutes of Proceedings dated November 7, 2002, meeting no. 2).

The witnesses on the panel on Cross-Media Ownership and Foreign Ownership made statements and answered questions.

At 10:57 a.m., the Committee adjourned to the call of the Chair.
