The Standing Committee on Foreign Affairs and International
Trade met at 9:08 a.m. this day, in Room 371, West Block, the Vice-chair,
Bernard Patry, presiding.
Members of the Committee present: Sarkis Assadourian, Aileen Carroll,
Bill Casey, John Harvard, Marlene Jennings, Francine Lalonde, Hon. Diane
Marleau, Keith Martin, Pat O'Brien, Deepak Obhrai, Bernard Patry.
Acting Members present: Ovid Jackson for Mark Eyking; Mac Harb for
Stan Keyes; Alan Tonks for Hon. Diane Marleau.
In attendance: From the Parliamentary Research Branch of the
Library of Parliament: James Lee, Gerald Schmitz, Research Officers.
Witnesses: From the Department of Industry: Peter Harder,
Deputy Minister; Larry Shaw, Director General, International Business. From
Pace University (New York): Stephen Blank, Professor of International
Business and Management. From the University of Ottawa: Guy Stanley,
Director of the International MBA Program.
Jean Augustine having tabled a letter of resignation as a Chair with the
Clerk on June 11, 2002, pursuant to Standing Order 106(2), the Clerk presided
over the election of a Chair.
On a motion by Marlene Jennings, it was agreed, --That Bernard Patry be
elected Chair of the Committee.
Accordingly Bernard Patry was declared duly elected Chair of the Committee
and took the Chair.
Deepak Obhrai moved, --That Hon. Diane Marleau be elected Vice-chair of the
Committee.
The question was put on the motion and it was agreed to on a show of hands:
YEAS: 6; NAYS: 5.
Pursuant to Standing Order 108(2), the Committee resumed its study on North
American Integration and Canada's Role in the Light of New Security Challenges
(See Minutes of Proceedings, Thursday, October 2, 2001).
At 9:15 a.m., Peter Harder made a statement and with Larry Shaw answered
questions.
At 10:07 a.m., the sitting was suspended.
At 10:18 a.m., the sitting resumed.
Stephen Blank and Guy Stanley made statements and answered questions.
At 11:12 a.m., the Committee adjourned to the call of the Chair.
