In accordance with its Order of Reference of Monday, April 15, 2002, your Committee has considered Bill C-53, An Act to protect human health and safety and the environment by regulating products used for the control of pests, and agreed on Wednesday, May 29, 2002, to report it with the following amendments:

 (2.1) If the Minister permits a person to inspect confidential test data in the Register, the Minister shall make a reasonable effort to immediately notify any registrant who provided the data that the Minister has permitted a person to inspect the data.

 (9) Every person who makes a false statement in an affidavit or a statutory declaration referred to in subsection (1) is guilty of an offence and liable

(a) on summary conviction, to a fine of not more than $200,000 or to imprisonment for a term of not more than six months, or to both; or

(b) on conviction on indictment, to a fine of not more than $500,000 or to imprisonment for a term of not more than three years, or to both.

80.1 (1) The administration of this Act shall, every 7 years after the day on which section 1 comes into force, stand referred to such committee of the House of Commons as may be designated or established for that purpose.

 (2) The committee designated or established for the purpose of subsection (1) shall, as soon as practicable, undertake a comprehensive review of the provisions and operation of this Act and shall, within one year after the review is undertaken or within such further time as the House of Commons may authorize, submit a report thereon, including a statement of any changes to this Act or its administration that the committee would recommend.

80.1 (1) Au début de la septième année suivant l'entrée en vigueur de l'article 1, et tous les sept ans par la suite, la présente loi est soumise à l'examen d'un comité de la Chambre des communes désigné ou constitué pour examiner son application.

 (2) Le comité visé au paragraphe (1) examine à fond, dès que possible, les dispositions de la présente loi ainsi que les conséquences de son application en vue de la présentation, dans un délai d'un an à compter du début de l'examen ou tel délai plus long autorisé par la Chambre des communes, d'un rapport où sont consignées ses conclusions ainsi que ses recommandations, s'il y a lieu, quant aux modifications de la présente loi ou des modalités d'application de celle-ci qui seraient souhaitables.
